The Council of the Islamic Revolution was a group formed by Ayatollah Khomeini to manage the Iranian Revolution on January 10 1979, shortly before he returned to Iran. The Council was created by seven religious figures associated with Khomeini and two representatives of the security forces. The council served as the undisputed government of Iran. It was described as "a parallel government" that passed laws.
